the global economy of the twenty-first century is strikingly different from the heady-days of the ITO and it would be foolish to believe that the ITO can serve as a template for reforming the WTO. But the story of the ITO does offer an unparalleled case study of a short period in history when free trade, labour standards and human development were friends and not historical antagonists.
